⚖️ law¶
The legal corpus, one source per group of tables. It currently holds the United States Code (codified general and permanent federal statutes) from the Office of the Law Revision Counsel's USLM XML release points at uscode.house.gov, one row per section (about 60,500 at release point 119-111), covering Titles 1-52 and 54 and the appendices to Titles 5 and 18. This is the current in-force text at the latest release point (release_point column, e.g. 119-111 = current through Public Law 119-111), replaced wholesale on each run — it is not a history of prior versions. is_positive_law separates titles Congress has enacted as law itself (e.g. Titles 5, 18, 28) from titles that are only prima facie evidence of the law (e.g. Titles 26 and 42). Regulations (CFR) and private or temporary laws are not in this schema; the Federal Register lives in the fedregister schema. Tables: usc_sections (section_text holds the operative text of each whole section for reading; source_credit holds the enactment history citing each Public Law and Statutes at Large page); usc_subsections (the same text cut at subsection, paragraph and clause boundaries into units of at most 2,000 characters, the field embedded for semantic search); and bills with its child tables, covering every bill and resolution introduced in Congress from the GovInfo Bill Status bulk data — status and sponsor in bills; action history, cosponsors, committee referrals and their activity, subject terms, published text, related bills, amendments and their actions and cosponsors, roll-call votes, titles, CRS summaries, CBO estimates, committee reports and editorial notes in bill_actions, bill_cosponsors, bill_committees, bill_committee_activities, bill_subjects, bill_text_versions, bill_related_bills, bill_amendments, bill_amendment_actions, bill_amendment_cosponsors, bill_action_committees, bill_recorded_votes, bill_titles, bill_summaries, bill_cbo_cost_estimates, bill_committee_reports and bill_notes; and federal lobbying disclosures from LDA.gov — lobbying_filings (LD-1 registrations and LD-2 quarterly reports: who lobbied for whom and for how much) with lobbying_activities (the issues, in free text that names bills), lobbying_activity_lobbyists, lobbying_activity_government_entities, lobbying_activity_bills (the bills each activity names, extracted from that text), lobbying_foreign_entities, lobbying_affiliated_organizations and lobbying_conviction_disclosures; LD-203 political-contribution reports in lobbying_contribution_reports, lobbying_contribution_items and lobbying_contribution_pacs; the registries lobbyists, lobbying_registrants and lobbying_clients; and the code lists lobbying_issue_codes, lobbying_government_entity_codes, lobbying_filing_types and lobbying_contribution_item_types. The Senate Office of Public Records cannot vouch for the lobbying data or analyses derived from it after retrieval from LDA.gov.

usc_sections · table¶
One row per section of the U.S. Code at the current OLRC release point. The operative text of the section is in section_text (statutory notes, tables of contents and editorial footnotes are excluded); the Public Law and Statutes at Large citations that enacted and amended it are in source_credit. Sections that were repealed, omitted or transferred keep their row (status says which) but have a null section_text because no operative text remains. Filter on is_positive_law for titles enacted as law, and on title_number/chapter_number for a subject area (e.g. title 26 = Internal Revenue Code, 42 = Public Health and Welfare, 15 = Commerce and Trade).
| Column | Type | Null | Description |
|---|---|---|---|
title_ |
string | no | U.S. Code title number as OLRC publishes it (e.g. 5, 26, 42; 5a for the Title 5 Appendix) |
title_ |
string | no | Title heading (e.g. GOVERNMENT ORGANIZATION AND EMPLOYEES) |
is_ |
boolean | no | True when Congress has enacted the whole title into positive law (e.g. Titles 5, 18, 28); false when the title is only prima facie evidence of the law (e.g. Titles 26 and 42) and for every appendix |

heading |
string | yes | Section heading (e.g. Executive departments); Repealed, Omitted or Transferred for sections in those states |
status |
string | yes | OLRC section status when the section carries no current operative text under its own number: repealed, omitted, transferred, renumbered, reserved, vacant or unknown; null for a current section |
hierarchy |
string | yes | Path of enclosing divisions below the title, outermost first (e.g. Subtitle II — Civil Service > Part III — Employees > Chapter 33 — Examination, Selection, and Placement) |
chapter_ |
string | yes | Number of the enclosing chapter; null for sections that sit directly under the title or an appendix |
chapter_ |
string | yes | Heading of the enclosing chapter |
section_ |
string | yes | Operative text of the section — its citation and heading on the first line, then every subsection, paragraph and clause on its own line, excluding statutory notes; null when nothing operative remains (repealed, omitted or transferred sections, and the few whose only content is a pointer in a note: the Title 18 "(Rule)" entries that refer to the Federal Rules of Criminal Procedure, and 19 U.S.C. 1202). Kept whole for reading; the copy embedded for semantic search is usc_subsections.unit_text |
source_ |
string | yes | Enactment history in the Code's own words — each Public Law, date and Statutes at Large page that enacted or amended the section |
usc_subsections · table¶
One row per unit of a U.S. Code section: the section's operative text cut at its own subsection, paragraph and clause boundaries into pieces of at most 2,000 characters, in document order. Join to usc_sections on (title_number, section_number, section_seq) for the section's heading, hierarchy, status and enactment history. Sections with no operative text (repealed, omitted, transferred, or pointer-only) have no rows here. unit_path says which divisions a row covers, so a hit can be cited to the subsection, for example 5 U.S.C. 552(a)(1) to (a)(2).
| Column | Type | Null | Description |
|---|---|---|---|
title_ |
string | no | U.S. Code title number as OLRC publishes it (for example 5, 26, 42; 5a for the Title 5 Appendix); with section_number and section_seq it identifies the parent usc_sections row |

unit_ |
string | yes | The divisions this unit covers, from the section down: (a)(1) for one division, (a) to (a)(2) for a run of adjacent ones, lead-in to (a) when the run starts with the section's own opening text; null when the whole section is one unit |
citation |
string | no | Citation of the unit, for example 5 U.S.C. § 552(a)(1) or 5 U.S.C. § 552(a) to (b); appendix sections are cited 5A U.S.C. App. § 1 |
unit_ |
string | no | The unit's text, one division per line, excluding statutory notes; at most 2,000 characters unless a single unbroken run (one long paragraph, or a table) is longer. Text blob embedded into ref.vectorized_chunks as source_type usc_subsection |
bills · table¶
Every bill and resolution introduced in the U.S. Congress, one row per bill, from the GovInfo Bill Status bulk data (the same data the Congress.gov API serves). Partitioned by congress (e.g. 119 = 2025-2026) and bill_type: hr (House bill), s (Senate bill), hjres / sjres (joint resolutions), hconres / sconres (concurrent resolutions), hres / sres (simple resolutions). bill_number is unique only within (congress, bill_type). latest_action_text / latest_action_date are the best single status signal (e.g. "Became Public Law No: 119-21.", "Referred to the House Committee on the Judiciary."); law_type and law_number are populated only once a bill is enacted. Sponsor columns carry the first listed sponsor. action_count and cosponsor_count count the rows in bill_actions and bill_cosponsors for the same bill; committee referrals, subjects, text, related bills, amendments, votes, titles, summaries, CBO estimates, committee reports and notes are in the other bill_* tables (bill_committees, bill_subjects, bill_text_versions, bill_related_bills, bill_amendments, bill_recorded_votes, bill_titles, bill_summaries, bill_cbo_cost_estimates, bill_committee_reports, bill_notes, ...). The current Congress changes daily at the source and is re-pulled monthly; completed Congresses are static. The source publishes the 108th Congress onward; the default GOVDATA_START_YEAR (2010) starts at the 111th.

The related_latest_action_* columns are the related bill's latest action as of this bill's last update and can lag bills for that bill. The source occasionally repeats an identical relationship, so the rows have no unique key.

bill_recorded_votes · table¶
Roll-call votes recorded against a bill or one of its amendments, one row per vote, from the same GovInfo Bill Status XML. url is the House Clerk or Senate roll-call XML that holds the member-by-member result. A vote on an amendment has amendment_type and amendment_number set; a vote on the bill itself has them NULL. action_date and action_text are those of the bill or amendment action that recorded the vote (for example "Passed/agreed to in House: On passage Passed by the Yeas and Nays: 220 - 213"). full_action_name (e.g. "Passage of a Measure") appears only on votes listed directly on the bill in a few older files, which then have NULL action fields. One roll call can be cited by several actions on the same bill, so there is one row per citation and no unique key.

bill_summaries · table¶
CRS summaries of a bill, one row per summary version, from the same GovInfo Bill Status XML. summary_text is CRS-written HTML. version_code numbers the stage the summary covers (00 = as introduced; later codes mark later stages such as passed one chamber or enacted) and action_description names it (e.g. "Introduced in Senate", "Passed House without amendment"). CRS writes summaries after introduction and not for every bill, so many bills have none. summary_name and last_summary_update_date exist only in a few older files.

scotus_reports_cases · table¶
Every case decided by the U.S. Supreme Court and printed in the bound United States Reports on GovInfo: volumes 2 through 583, Court terms 1781 through 2017, about 30,800 cases. One row per case, partitioned by year, the term in which the volume's cases were decided (the first year of GovInfo's courtTerm; the earliest reporters span several years and count under their first). Terms from 2018 are in scotus_slip_opinions; scotus_cases combines the two. Outcome columns (disposition, party_winning, votes_majority, votes_minority, chief_justice, opinion_writer, case_origin, cert_reason, scdb_issue_areas and the rest of GovInfo's curated fields) come from GovInfo's MODS record, which takes them from the Supreme Court Database, and are present for volumes through 582 only; volume 583 (term 2017) has none, so disposition is derived from the opinion text and disposition_source says which. disposition uses one vocabulary either way: Affirmed (includes modified), Reversed, Reversed and remanded, Vacated and remanded, Affirmed and reversed (or vacated) in part [and remanded], Dismissed as improvidently granted. Text-derived values agree with the curated ones for about 96% of cases; the exceptions are how a remand is coded. docket_numbers are the Court's docket numbers read from the opinion (a consolidated case lists every docket whose number the text gives), not the SCDB-format govinfo_docket_id. opinion_text is the full text of the opinion PDF as extracted, in which the "fi" ligature loses its "i" (e.g. "affrmed", "fnal"). Original-jurisdiction cases have no disposition.

lobbying_filings · table¶
Every lobbying filing made under the Lobbying Disclosure Act, one row per filing: LD-1 registrations (a lobbyist or firm registering to lobby for a client) and LD-2 quarterly activity reports, with their amendments and terminations. filing_type says which (decoded in lobbying_filing_types: RR = Registration, Q1 = 1st Quarter Report, and so on). The registrant is the lobbying firm or organization; the client is who it lobbies for (often the same when an organization lobbies for itself). income is what a lobbying firm reports receiving from the client and expenses is what an organization reports spending on in-house lobbying; each is set on only some filings, as reported (rounded by the filer). filing_year/filing_period is the reporting period the filing covers. What was lobbied on is in lobbying_activities and the people involved in lobbying_activity_lobbyists. Registrant contact names and telephone numbers and the name of whoever posted a filing are deliberately not carried. Partitioned by year and quarter: the calendar quarter in which the filing was POSTED (Eastern time), not the period it reports on. A filing keeps its posting date, so a past partition never changes, and an amendment is a new filing in a later partition. The current quarter is re-read on each daily run. lobbying_activities · table¶
What each filing says was lobbied on, one row per lobbying activity within a filing (usually one to a handful, one per general issue area). general_issue_code is one of the 79 issue areas in lobbying_issue_codes (e.g. DEF = Defense, HCR = Health Issues). description is the filer's free-text statement of the specific issues, and is where particular bills, regulations and programs are named (for example "H.R. 1" or "FY26 defense appropriations") — there is no structured bill identifier, so matching to the bill_* tables means reading that text. activity_seq numbers the activities within the filing from 1 in the order the API lists them. Join to lobbying_filings on filing_uuid. Partitioned by year and quarter: the calendar quarter in which the filing was POSTED (Eastern time), not the period it reports on. A filing keeps its posting date, so a past partition never changes, and an amendment is a new filing in a later partition. The current quarter is re-read on each daily run. lobbying_activity_bills · table¶
The federal bills each lobbying activity names, one row per (activity, Congress, bill type, bill number), derived from the free-text description in lobbying_activities by fixed rules, so a join to the bill_* tables does not need each user to parse text. bill_type uses the bills table's values (hr, s, hjres, sjres, hconres, sconres, hres, sres) and bill_number is unique only within (congress, bill_type): join to bills on all three. Recognised forms: "H.R. 1", "HR 1", "HR1", "S. 123", "S123", "H.J.Res. 5", "S.J.Res. 5", "H.Con.Res. 5", "S.Con.Res. 5", "H.Res. 5", "S.Res. 5", with an optional "No.". congress comes from an explicit tag next to the reference ("H.R. 1 (118th)", "H.R. 1, 118th Congress", "118th Congress: H.R. 1") and match_basis is explicit_congress_tag; with no tag it is the Congress in session on the filing's posting date and match_basis is inferred_from_posted_date — drop those rows for a strict analysis, since an untagged number may name an older Congress's bill with the same number. A tag naming a Congress later than the one in session at posting cannot be right: that row has a null congress and match_basis unresolved_tag, and is kept rather than guessed. Not captured: numbers that only follow a list ("H.R. 1, 2 and 3" yields H.R. 1) and spelled-out names ("House Bill 1"). The same bill and Congress is one row per activity, with an explicit tag winning over an inferred one. This table does not judge whether a reference is the sponsor's bill or an older bill of the same number beyond what the tag and posting date allow. Precision, hand-checked against the description text in a 2026 Q1-Q3 sample (12 explicit, 40 inferred rows): every row was a real bill reference; the 2 explicit rows with a wrong or missed tag were fixed by the rules above, and 1 of the 40 inferred rows named an older Congress's bill (the Congress is only as good as the posting-date inference, so treat inferred rows as probable, not certain). reference_text is the matched text. Join to lobbying_activities on (filing_uuid, activity_seq). Partitioned by year and quarter like lobbying_activities: the calendar quarter in which the filing was POSTED (Eastern time). A past partition never changes; the current quarter is re-read on each daily run. Source: LDA.gov (Senate Office of Public Records); the extraction is this project's. lobbying_conviction_disclosures · table¶
Convictions of lobbyists disclosed on a filing, one row per (filing, disclosure): the lobbyist, the date and a free-text description. Rare (roughly one filing in a thousand). Join to lobbying_filings on filing_uuid. Partitioned by year and quarter: the calendar quarter in which the filing was POSTED (Eastern time), not the period it reports on. A filing keeps its posting date, so a past partition never changes, and an amendment is a new filing in a later partition. The current quarter is re-read on each daily run. lobbying_contribution_reports · table¶
Semiannual reports of political contributions filed by registrants and by individual lobbyists (form LD-203), one row per report: the Mid-Year Report (period Jan 1 - Jun 30, filing_period mid_year) and the Year-End Report (Jul 1 - Dec 31, year_end). filer_type is lobbyist when an individual files (the lobbyist_* columns are then set) or organization when a registrant files (they are NULL). no_contributions is true when the filer certifies it made none. The individual contributions are in lobbying_contribution_items and any PACs the filer controls in lobbying_contribution_pacs. The report's own address is not carried — for an individual it is a home address — only the filer's state and country. Partitioned by year and quarter: the calendar quarter in which the filing was POSTED (Eastern time), not the period it reports on. A filing keeps its posting date, so a past partition never changes, and an amendment is a new filing in a later partition. The current quarter is re-read on each daily run. scotus_slip_opinions · table¶
Every opinion of the U.S. Supreme Court in the "Opinions of the Court" listing on supremecourt.gov, Court terms 2017 to the current term: the cases the bound volumes in scotus_reports_cases do not cover (term 2017's opinions before March 21, 2018 are in volume 583 there). One row per case, partitioned by year, the term (October of year to the following summer). holding_summary is the Court's own one-line statement of the holding from the listing. docket_numbers are read from the opinion (a consolidated case lists every docket its footnote numbers; listing_docket is the one the listing gives). disposition is derived from the opinion's syllabus, so disposition_source is always opinion_text; it uses the vocabulary of scotus_reports_cases (Affirmed (includes modified), Reversed, Reversed and remanded, Vacated and remanded, Affirmed and reversed (or vacated) in part [and remanded], Dismissed as improvidently granted) and can also be Reversed in part and remanded, Reversed in part, vacated in part, and remanded, Vacated in part and remanded or Reversed in part and remanded in part where the Court affirmed no part, or Application granted / Application denied for an order on an emergency application (a docket such as 24A884). It is null for an original-jurisdiction decree. us_citation is null while the listing shows only a volume and print part (609/2) and has no page yet. opinion_text is the full text as extracted from the PDF, in which the "fi" ligature loses its "i" (e.g. "affrmed", "fnal"). author_initials is PC for a per curiam and otherwise the justice's initials as the listing prints them.

scotus_dockets · table¶
The Supreme Court docket of each case it decided in Court terms 2017 to the current term (the same cases as scotus_slip_opinions): one row per docket, partitioned by year, the term the case was decided in. Header fields are the docket's own — title, when it was docketed, the court below and its case numbers and decision date, any application it is linked with, and the Questions Presented. granted_date, argued_date and judgment_issued_date are the dates of the docket entries "Petition GRANTED", "Argued." and "Judgment Issued." and are null where the docket has none (a summary reversal is not argued; a docket in which the Court's own entry is misspelt has no judgment date). entry_count and document_count count the docket's entries and the filings linked from them; the entries are in scotus_docket_entries. Join to scotus_slip_opinions on docket_number = listing_docket. Not included: dockets of cases decided before term 2017 (the docket pages before 2016 use an older layout that is not read), original-jurisdiction cases (their page address cannot be derived from the listing), and, for a consolidated case, the companion dockets — only the lead docket the listing names is fetched. member_stock_transactions · table¶
House members' (and their spouses' and dependent children's) STOCK Act Periodic Transaction Reports — stock, option and fund trades disclosed within 30-45 days of the transaction, from the Clerk of the House's own bulk financial-disclosure system. Not annual financial disclosures (outside income, asset/liability ranges, gifts) and not the Senate's parallel eFD filings, which are in fd_transactions (PTRs and annual-report transactions) and the other fd_* tables. filing_id groups the one or more transaction rows a single PTR lists; row_seq (from 1) is their order in the filing. owner_code is blank for the member's own holding, SP for a spouse, JT for a joint holding, DC for a dependent child. asset_type_code is the source's own abbreviation (ST, OP, OT, ...; see https://fd.house.gov/reference/asset-type-codes.aspx) with ticker parsed out of it separately when the source prints one; a private holding, fund or real property has no ticker. asset_type_code is null for 2015-2017 filings — that PTR template predates the asset-type-code column entirely (see member_stock_transactions_year_range comment). amount_min/amount_max are the disclosed bracket's bounds in dollars (amount_max null for the open-ended top bracket); the source never discloses an exact amount. Coverage starts in 2015, the earliest year the source's own filing-type coding distinguishes PTRs from other disclosure types; filings before 2015 exist but aren't identifiable as PTRs in the index.

fd_filings · table¶
Every non-paper U.S. Senate financial-disclosure filing in the Senate eFD system (efdsearch.senate.gov), one row per filing: annual reports (Ethics in Government Act Parts 1-10), candidate and new-filer reports, STOCK Act periodic transaction reports (PTRs) and due-date-extension notices, for senators, former senators and candidates, by the year the report was filed. The detail of each filing is in fd_assets, fd_income, fd_transactions, fd_liabilities, fd_gifts, fd_travel, fd_positions, fd_agreements and fd_compensation (join on filing_id). report_kind is annual (annual, candidate and new-filer reports), ptr or extension_notice; report_type is the report's own type name. view_status is parsed when the report page was read, extension_notice when the filing is a notice with no report to read, and unavailable when the Senate no longer serves the page (candidate reports expire a year after the candidacy ends) — such filings are listed here but have no detail rows. Scanned paper filings (eFD's /search/view/paper/ pages, all of 2012-2013 and a few percent of later years) have no machine-readable text and are excluded; each year's count is logged by the ETL. state is the state eFD's per-state listing places the filer in; it is null for candidates and for the few senators that listing omits. Senate filings only: House annual reports are not sourced, and PTRs of the House are in member_stock_transactions. Use of these reports is restricted by 5 U.S.C. § 13107(c): not for credit rating, not for soliciting money, and commercial use only by news and communications media.

fd_assets · table¶
Part 3 (Assets and Unearned Income) of Senate annual, candidate and new-filer financial-disclosure reports: one row per reported asset line, with the value bracket and the income it produced. Assets held inside a trust, fund or similar are listed under their parent as sub-items (item_no "6.1" under "6"; parent_item_no names the parent), so a count of top-level assets is the rows with a null parent_item_no. owner is Self, Spouse, Joint or Child. asset_type and asset_type_detail are eFD's own category and sub-category (e.g. Trust / General Trust, Bank Deposit); asset_detail is the location and description notes eFD prints under the asset name. value_* bounds the asset's value bracket and income_* the income bracket; income_range can carry an exact "Other $N" figure after the bracket, in which case the bounds are the bracket's. Senate only; see fd_filings for coverage.

fd_transactions · table¶
Securities and property transactions disclosed by U.S. Senators, former senators and candidates, in the shape of member_stock_transactions: one row per transaction, from the STOCK Act periodic transaction reports (source_part = ptr) and from Part 4b of annual reports (source_part = annual_4b — transactions the annual report lists that were not reported on a PTR). Part 4a of an annual report, which only repeats already-filed PTRs, is not read, so a PTR transaction appears once. owner is Self, Spouse, Joint or Child and owner_code is the same in member_stock_transactions' convention (null for Self, SP, JT, DC). asset_type is eFD's asset category on PTRs (Stock, Corporate Bond, ...) and null for Part 4b rows, which have none. transaction_type is as eFD prints it (Purchase, Sale (Full), Sale (Partial), Exchange). row_seq is the row's 1-based position within its part of the report page (eFD's own # repeats in some 2014-2015 PTRs; it is kept in item_no). amount_* bounds the disclosed bracket; eFD never discloses an exact amount. The filing's dates and filer are in fd_filings.

scotus_cases · view¶
Every decided U.S. Supreme Court case from the bound United States Reports and from supremecourt.gov, in one table with one row per case: the rows of scotus_reports_cases (Court terms 1781 through 2017, volumes 2-583) and of scotus_slip_opinions (terms 2017 onward). The two sources do not overlap — the term 2017 opinions before March 21, 2018 are in volume 583 and the rest are slip opinions. source says which table a row is from (govinfo_reports or supremecourt_slip) and so which columns are populated: the curated outcome columns (party_winning, chief_justice, opinion_writer, votes, case_origin, case_source, cert_reason, jurisdiction) are present for govinfo_reports rows through volume 582 only, and holding_summary and author_initials only for supremecourt_slip rows. term is the Court term (the year its October term began). case_name is the name without its citation. disposition uses one vocabulary in both sources, and disposition_source says whether it is GovInfo's curated value or was derived from the opinion text. docket_numbers are the Court's docket numbers read from the opinion. decision_date is null for a volume 583 case, where GovInfo dates only the year; decision_year is always present.
