Reasons utilities themselves cite for their specific increases also vary by locality rather than reflecting one uniform national driver: Baltimore cited a 22% jump in treatment-chemical costs and a wastewater construction bid 14% over estimate; Oklahoma City cited an 85% rise in electricity costs and a 155% rise in chemical costs; Corpus Christi cited pipeline/supply-contract costs, lower consumption spreading fixed costs over less billed volume, and debt service; San Diego and Philadelphia are financing large capital programs.
