A handful of low-population, resource-rich states (Wyoming, Montana, the Dakotas, Nebraska) still have real spare grid capacity — but every major queue-driven market (PJM, ERCOT, SPP, MISO) is now tight or shrinking, and even "surplus" states like Pennsylvania sit inside a jammed regional queue

Summary

Data-quality caveat (surplus_pct, energy.eia_electricity_generation / energy.eia_electricity_prices, 2024, Wyoming): a first pass at this analysis computed each state's generation surplus as a percent, column name surplus_pct = (generation-sales)/sales*100, built from energy.eia_electricity_generation and energy.eia_electricity_prices for year 2024. The query engine flagged that column high-severity broken_field/out-of-domain, naming Wyoming's value of 136.4% as its example, because 20 of the 51 states' values fell outside the +-100% range a percent-difference column is normally expected to stay within. We checked this by hand: it is a genuine EIA figure (Wyoming generates 2.36x its own in-state retail sales in 2024, not a data error) and the report below re-expresses it as a plain ratio instead of a percent, specifically to avoid that domain-violation framing — see the dashboard chart captions and the Methodology section for the full explanation next to the actual numbers.

No single U.S. table tracks "interconnection queue position by state" — this corpus (askamerica) has no queue table (confirmed via search_catalog; "interconnection"/"queue" are unmatched terms), so this answer is built primarily from NERC, ERCOT, PJM, SPP, LBNL and Grid Strategies filings, cross-checked against the generation-to-sales ratio described above.

Real headroom exists mainly in a small set of low-population, resource-rich states outside the big multi-state queues: Wyoming, Montana, the Dakotas, Nebraska, and pockets of the Pacific Northwest and Iowa/Kansas — places that generate far more than they consume (Wyoming 2.36x, Montana 1.73x) and are actively marketing that surplus to data-center developers (Wyoming's Tallgrass, Meta and TerraPower/Natrium projects; Nebraska's public-power utilities).

Every major RTO/ISO handling the bulk of announced data-center demand is now tight or getting tighter: ERCOT's 2026 reserve margin (~9.8%) is already below its 13.75% target with 198 GW of large-load interconnection requests filed in Q1 2026 alone; PJM (13 states including Virginia, Ohio, Pennsylvania, New Jersey, Maryland, Illinois, Indiana) missed its 2027/28 capacity auction by 6,623 MW at a record-low ~15% reserve margin and has seen 174 GW of generation projects withdraw from its queue since 2022 rather than wait; SPP's reserve margin is forecast to go negative (-1.6%) by 2030. NERC's 2025 Long-Term Reliability Assessment flags 13 of 23 North American assessment areas as elevated- or high-risk over the next five years, with MISO, PJM, ERCOT and the Pacific Northwest named explicitly.

The two pictures do not fully overlap: a state can be a large net power exporter and still sit inside a jammed queue. Pennsylvania is the clearest case — it generates 1.70x its own retail sales, the largest surplus of any big PJM state, but that surplus is already committed to exporting into the rest of PJM, whose overall reserve margin is at a record low; this is why a large new PJM load (e.g. the Talen/Amazon Susquehanna nuclear deal) still needed a contested FERC interconnection process even though Pennsylvania "has the power" on paper. Georgia and Virginia, both heavily marketed as data-center destinations, actually generate LESS than they sell at retail (Georgia 0.93x, Virginia 0.74x), meaning their local headroom is thinner than the marketing suggests and is being filled by new nuclear/gas builds and imports rather than existing spare capacity.

States with genuine spare capacity

Common thread: low population density relative to installed generation, and geographic distance from the three most queue-congested RTO footprints (PJM, ERCOT, and MISO's load centers).

States/regions where the queue is jammed

Methodology, data-quality note, and what this corpus could and could not answer directly

The AskAmerica/askengine corpus (energy schema: EIA generation, retail sales, capacity-change snapshots) has no interconnection-queue table — confirmed by search_catalog returning zero matches for "interconnection" or "queue" as either a table or column name across all 420+ loaded tables. It also has no state-level reserve-margin or resource-adequacy table (NERC/ISO-published metrics live outside the corpus entirely).

Full data-quality note on surplus_pct (energy.eia_electricity_generation, energy.eia_electricity_prices, 2024, Wyoming and 19 other states): to build a data-grounded piece of the answer, we first computed each state's 2024 generation-vs-sales balance as a percent difference: surplus_pct = (generation-sales)/sales*100, from energy.eia_electricity_generation (state, sector='All Sectors', energy_source='ALL', 2024, summed across 12 months per that table's documented convention) and energy.eia_electricity_prices (state, sector='all sectors', 2024, annual sales). The query engine returned a high-severity broken_field/out-of-domain diagnostic on this exact column (surplus_pct), naming Wyoming's value of 136.4% as the example, because 20 of 51 states exceeded the +-100% range a percent-difference column is normally expected to stay within. We reviewed this by hand: it is not a data error. Wyoming's generation (40.7 million MWh in 2024) is genuinely more than 2.3x its own retail sales (17.2 million MWh) per EIA — plausible for a state with under 600,000 residents and heavy coal/wind/gas generation built largely for export. Rather than keep the flagged percent framing, the published charts above re-express the identical underlying figures as a ratio (generation ÷ sales, e.g. 2.36 for Wyoming), which carries no percent-domain expectation and reports the same numbers. Readers should still treat this ratio as NOT a queue or headroom measure: it is a same-year physical accounting identity that a state balances through interstate transmission, existing export contracts, and losses — not through any local reservoir of unused capacity available on demand to a new load.

The reserve-margin, queue-withdrawal, and NERC risk-region figures came from ERCOT's own resource adequacy report, PJM's 2027/28 Base Residual Auction results and its queue-reform reporting, SPP's 2025 Summer Resource Adequacy Report, and NERC's 2025 Long-Term Reliability Assessment — read via web search summaries and the LBNL/Grid Strategies national load-growth literature, not parsed directly from each primary PDF table in this session; where a number is a primary-source figure we cite the report by name, and note that we did not independently re-derive PJM's or ERCOT's own reserve-margin arithmetic from raw auction/load data.
