Defense appropriations timing shows up in defense-contractor stock trading — but only weakly and inconsistently
ITA (iShares US Aerospace & Defense ETF) vs SPY, event-by-event, 2022–2026
Summary
There is a real but weak and inconsistent pattern. Looking at five dated, verifiable appropriations events since 2022, defense-contractor stocks (measured via the ITA aerospace & defense ETF against the S&P 500) outperformed the broad market in the weeks following both of the cases where Congress actually enacted full-year Defense appropriations (March 2024: +0.95 percentage points; February 2026: +4.57 points), and underperformed following the one clean case where a stopgap only extended a continuing resolution rather than passing final funding (November 2025, ending the 43-day shutdown: -2.55 points). But two earlier full-appropriations events (the FY2022 and FY2023 omnibus packages) showed defense underperforming the market afterward, because they landed in windows dominated by bigger macro stories (the Ukraine invasion market rally in March 2022; a broad post-CPI/Fed-pivot rally in January 2023). With only five real events to compare, this is directional and suggestive rather than statistically established — the appropriations-timing signal is real but gets swamped by macro noise more often than not.
What the corpus itself could and couldn't answer
AskAmerica's own SEC schema carries a purpose-built table for exactly this question — sec.stock_prices, described as daily OHLC/adjusted-close data 'for computing returns across corporate actions... event studies.' It is currently completely empty: SELECT count(*) FROM sec.stock_prices returns 0, and data_coverage confirms the observed row count is 0 despite a declared window through 2026. No ticker — LMT, NOC, RTX, GD, or even AAPL — returns any rows. I filed this as a live defect. This made the question unanswerable from the connector alone, so the entire event-study analysis below was built from Yahoo Finance's public chart API (fetched directly, not summarized) as the closest available substitute, cross-referenced against the Congressional Research Service and Committee for a Responsible Federal Budget (CRFB) appropriations trackers for the actual enactment/CR dates. law.bills in the corpus also could not directly answer 'when was defense funded' for most recent years, because since FY2011 defense appropriations have almost always been enacted as a division of a larger omnibus/minibus package rather than a standalone bill titled 'Defense Appropriations Act' — only FY2010's stand-alone bill matched a title search.

Returns are computed from Yahoo Finance daily closing prices for ITA and SPY, fetched directly for each window. Enactment dates are taken from CRS appropriations status reports and CRFB's Appropriations Watch trackers, cross-checked against each other.
Why the signal is real but weak
- The mechanism exists. A continuing resolution funds programs at prior-year levels and (per Lockheed's and Northrop's own 10-K risk-factor language, echoed in a 2026 sell-side note found in research) blocks new-program starts and rate adjustments — a genuine, disclosed headwind to near-term contractor revenue growth. A full-year bill removes that overhang and can green-light new starts and rate increases immediately.
- But most of the 'good news' is priced in before final passage. Topline defense numbers are usually locked in by conference agreement or leaked appropriations-committee allocations weeks before the President's signature — the CRFB tracker for FY2026 shows the House and Senate had already passed matching bills by January 30, 2026, three days before the Feb 3 signature. The formal signing is frequently closer to a formality than a surprise.
- Macro dominates in most windows. Three of the five events sit inside much larger market-moving stories — the Ukraine invasion (Mar 2022), a broad market rally on cooling inflation data (late Dec 2022/Jan 2023), and ordinary risk-on/risk-off swings around the Nov 2025 shutdown resolution — any of which can swamp a sector-specific appropriations effect over a 2-3 week window.
- The cleanest recent cases point the expected direction. The two events where a full-year Defense bill (not just another CR) was actually signed both show defense-sector outperformance in the following weeks; the one case tested where the resolution was 'just another CR' shows underperformance. That is the pattern the underlying mechanism predicts, but n=2 and n=1 respectively are far too small to call this proven.
