Summary

Yes — clearing of interest-rate swaps (IRS/OIS) is one of the most concentrated businesses in global finance, not just "down to a handful of firms" but effectively down to one: LCH SwapClear (part of London Stock Exchange Group) cleared roughly 90.6% of the US$321 trillion in global core cleared rate-swap notional in Q1 2026, per Clarus/ION's CCPView data. The implied Herfindahl-Hirschman Index (HHI) is about 8,241 on the standard 0-10,000 scale — far above the 2,500 threshold US antitrust guidelines label "highly concentrated" (a pure monopoly scores 10,000). The next two largest clearinghouses, Japan's JSCC and CME Group, add only about 3.7% and 2.7% respectively, so the top three CCPs together hold 97% of the market. Genuine multi-firm competition exists only in pockets — Japanese yen (LCH vs. JSCC), the euro (LCH vs. Eurex, boosted by an EU regulatory push), Chinese yuan (Shanghai Clearing House vs. LCH), and Latin American currencies (CME dominant there instead of LCH). In US dollars, sterling, and Canadian dollars — the currencies that matter most for the US swap market this question likely has in mind — LCH's share exceeds 95%, and in GBP it is effectively 100%.

Why this had to be answered from outside AskAmerica's warehouse

AskAmerica's cftc schema (built from CFTC's public swap-data-repository dissemination feed via DTCC GTR) explicitly cannot support this analysis, and its own table descriptions say so directly. Per CFTC's Part 43 public-dissemination rules, the field identifying which CCP a swap cleared at (CDE data element #2, "Central counterparty") is marked "Not Disseminated" whenever a trade clears — the very condition under which a CCP identity would exist. The cleared_trade_count/cleared flag itself is only populated on the CCP-facing novation leg, which is also excluded from public dissemination, so it is near-zero in the data regardless of actual clearing volume. In short: CFTC's public feed is designed to NOT reveal clearer identity, by rule, not by an ETL gap. I confirmed this via search_catalog/table descriptions before going external, per the corpus's own guidance, rather than attempting a misleading query against cftc.clearing_activity.

The data used here instead comes from CCPView (Clarus Financial Technology / ION Group), a commercial analytics product built directly from CCP-published notional data, reported quarterly in a public ClarusFT blog series, and cross-checked against a second WebSearch summarizing the same underlying CCPView figures. This is the standard source market participants, regulators, and the press (e.g. Risk.net) use for CCP market-share tracking, since neither the CFTC nor BIS publish a clean per-CCP breakout themselves — BIS's semiannual OTC derivatives statistics report aggregate cleared initial margin ($430.4bn at mid-2025 across major CCPs for IRD+CDS combined) but not each CCP's individual share of notional.

The numbers, and how the concentration measures were computed

Using Q1 2026 CCPView figures reported by ClarusFT (single-sided gross notional, converted to US dollars at the article's stated FX rates), I built a full CCP-by-currency table covering USD OIS, EUR (Euribor IRS + €STR OIS), GBP OIS, JPY OIS, AUD IRS/OIS, CAD OIS, remaining EMEA currencies, CNY, INR, remaining AsiaPac currencies, and LatAm currencies (MXN/BRL/CLP/COP) — together the US$321 trillion "core cleared rates swaps" universe Clarus tracks. I computed each CCP's global notional (segment total × its share in that segment, summed across all 11 segments) with python3, then derived the Herfindahl-Hirschman Index as the sum of squared percentage shares, plus CR1 (top firm) and CR3 (top three firms) concentration ratios — the standard tools antitrust economists use to characterize market structure.

HHI = 8,241 (0–10,000 scale; US DOJ/FTC guidelines call >2,500 "highly concentrated"). CR1 (LCH alone) = 90.6%. CR3 (LCH+JSCC+CME) = 97.0%.
